Dear Mr. Cahill:

This refers to the NRC team inspection of the final reconciliation

process of the Corrective Action Program conducted by D. P. Norkin

and others from the NRC's Office of Nuclear Reactor Regulation,

Comanche Peak. Project Division, during the period July 24 through

July 28, 1989, including follow-up inspections through August 4,

1989.

The inspection covered activities authorized by NRC

-Construction Permits CPPR-126 and CPPR-127 for the Comanche Peak

Steam' Electric Station, Units 1 and 2.

The findings of our

inspection were discussed with you and members of your staff at the

conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined

during the inspection.

In summary, the NRC inspection team found

that the final reconciliation program was well conceived and

implemented.

Confirmation required items were clearly identified

and resolved in an acceptable manner.

For programs such as

piping / supports, conduit / supports, and heating / ventilation /

air-conditioning (HVAC) duct / supports, there were well defined and

executed systems to evaluate the impact on calculations of design

criteria changes, nonconformance reports (NCRs), and design change

authorizations (DCAs).

Finally, we found that internal audit

programs, such as the Technical Audit Program (TAP) and the

Engineering Functional Evaluation (EFE) provided effective means for

reviewing the final reconciliation process, as well as other

elements of the Corrective Action Program.

Action items resulting

from such audits were found to be adequately resolved.

Within the scope of the inspection, no violations or deviations were

identified.
