Letter from NRC (J. L. Milhoan) to OPPD (K. J. Morris) dated August 18, 1989 Gentlemen:

SUBJECT:

Response to Notice of Violation - Inspection Report 50-285/89-10 and 50-285/89-23 Omaha Public Power District (OPPD) received the subject Notice of Violation (Reference 2) containing two violations concerning certain areas in Fort Calhoun's physical security program. Attached please find OPPD's response to these items in accordance with 10 CFR Part 2.201 (Attachment A).

Reference 2 also requested OPPD to provide certain additional information regarding a number of issues with respect to the Fort Calhoun Station access control program. Information we believe responsive to your request is contained in Attachment B.

In Reference 2 NRC expressed concern with the adequacy of information provided to the NRC during the course of the inspection. OPPD agrees that it is important that information be provided promptly to the NRC when facts relevant to significant issues differ. OPPD will strive to provide information in a responsive manner whenever it is needed by the NRC and in particular when discrepancies or disparities of fact exist.

Finally, as suggested in Reference 2, personnel responsible for recording facts on security incident reports have been verbally admonished to use extraordinary care and caution to ensure that facts relevant to a specific event are both accurate and complete.
