This refers to the inspection conducted by Messrs. P. H. Harrell and T. Reis of
this office during the period March 1-31, 1989, of activities authorized by NRC
Operating License DPR-40 for the Fort Calhoun Station', and to the discussion of
our findings with you and other members of your staff at the conclusion of the
inspection.
Areas examined during the inspection included review of previously identified
items; licensee event report followup; operational safety verification; plant
tours; safety-related system walkdown; monthly maintenance observations;
monthly surveillance observations; security observations; radiological
protection observations; in-office review of periodic, special, and nonroutine
event reports; and followup of onsite events. Within these areas, the
inspection consisted of selective examination of procedures and representative
records, interviews with personnel, and observations by the NRC inspectors.
The inspection findings are documented in the enclosed inspection report.
During this inspection, it was found that certain of your activities were in
violation of NRC requirements.
Consequently, you are required to respond to
these violations, in writing, in accordance with the provisions of
Section 2.201 of the NRC's " Rules of Practice," Part 2, Title 10, Code of
Federal Regulations.
Your response should be based on the specifics contained
in the Notice of Violation enclosed with this letter.
Two. unresolved items are identified in paragraphs 6.d and 6.e of the enclosed
inspection report. The ur, resolved item identified in paragraph 6.d is related
to maintaining the screens installed on the component cooling water pumps.
It
is requested that you respond to this unresolved item with your position on
whether the component cooling water pump motor screens are required to be
installed to maintain the environmental equipment qualification status of the
motors.
We have also examined actions you have taken with regard to previously
identified inspection findings. The status of these items is identified in
paragraph 3 of the enclosed inspection report.
