Philadelphia Electric Company hereby, submits Technical Specifications l Change Request No. 89-01, in'accordance with 10 CFR 50.90, requesting ~an amendment to the Technical Specifications

.(Appendix A) of Operating License No. NPF-39. ;Information supporting this Change Request, which corrects administrative errors, is contained in Attachment-1 to this. letter.

The proposed replacement pages are contained in Attachment 2 and are illustrated two ways for clarity and convenience.

All proposed changes are shown in a. marked-up' copy so that all changes are easily recognized and understood.

In addition, all proposed changes,have been incorporated into the text with revision bars in the margin.

Docket No. 50-352 Philadelphia Electric Company, Licensee under' Facility Operating License NPF-39 for Limerick Generating Station-(LGS)

Unit 1, hereby requests that the Technical Specifications (TS) contained in Appendix A of the Operating License be amended as proposed herein~to correct various administrative errors which have been-identified in the TS.

The proposed changes are listed in Attachment 2 and provided as marked-up pages and as corrected typed pages.

The marked-up pages are intended to clearly illustrate all proposed changes.

For convenience, the proposed changes have also been incorporated into the appropriate text with revision bars in the margin.

Philadelphia Electric Company requests the changes proposed herein to be effective upon issuance of the Amendment.

This Change Request provides a discussion of the proposed TS changes, a safety assessment of the proposed changes, information supporting a finding of No Significant Hazards Consideration, and information supporting an Environmental Assessment.

Docket.No. 50-352 Discussion of Changes:

The proposed TS changes are discussed in three groupings:

1) corrections of grammar and page headings, 2) elimination.of notes which no longer apply, and 3) correction of transcription errors with respect to component designations and setpoints.

Each group is described below.

Group 1 Group 1. items include proposed TS revisions to correct grammatical errors, page headings and subheadings to improve readability.

For example, on page i of the Index, a page heading of "INDEX" will be added.

On.page 3/4 3-11 the word valve should be plural and therefore an 's' is being added.

The affected pages for Group I.are listed in Attachment 2.

Group 2 Group 2 items include proposed TS revisions to eliminate notes and clauses which no longer apply to Limerick Unit 1.

For example, on page 3/4 6-4 of the current TS there is a note identified.by a double asterisk which describes a test interval extension which expired on May 26, 1986.

This note is no longer applicable and can therefore be removed.

The affected pages for Group 2 items are listed in Attachment 2..___-__-_______D

Docket No. 50-352 Group 3 Group 3 items include correction of transcription errors with respect to component designations and setpoints.

The proposed changes will result in consistency with design documents which-correctly represent the component designations and setpoints.

For example, on page 3/4 3-81 the current designation BSS 1F014A is incorrect and will be corrected to HV-51-lF014A.

The affected TS pages of Group 3 items are listed in Attachment 2.

Safety Assessment The proposed revisions are necessary to correct grammar, page headings, subheadings, component' designations and setpoints to achieve consistency with design documents.or correct inaccurate information in the TS.

The proposed revisions do not 1

affect plant hardware, plant design, plant system operation or procedures.

In addition, the proposed revisions do not result in changes to the design bases, but will improve readability and also provide consistency with design documents.

l Information Supporting a Finding of No Significant Hazards Consideration We have concluded that the proposed changes to the LGS TS, which correct administrative items do not constitute a significant hazards consideration.

'forth in CFR 50.92'is provided below.

The proposed changes do not involve _a significant increase in the probability or consequences of an.

accident previously. evaluated.

The proposed changes correct three types of administrative errors: 1) grammar, page headings and subheadings-2) notes which no longer apply and.3) transcription errors with respect to component designations and'setpoints.

None of these changes will affect any plant hardware, plant design, safety limit settings, or plant system operation, and_therefore do not modify or add any initiating parameters'that would-significantly increase the probability or consequences of any previously analyzed accident.

Therefore, the proposed' changes will not result in a significant increase in the probability or consequences of an accident previously evaluated.

The proposed changes do not create the possibility of a new or different kind of accident from any accident previously evaluated.

As discussed in Item (1) above, the proposed TS changes correct errors and will provide consistency throughout the TS.

The proposed changes do not affect any equipment nor do they involve any potential initicting w.

The proposed changes do not involve a significant reduction in a margin of' safety.

As discussed in (1) above, the proposed changes, which correct errors and provide consistency throughout the TG, do not affect any equipment involved in potential initiating events or safety limit settings and therefore, do not involve a significant reduction in a

' margin of safety.

1 Information Supporting an Environmental Assessment An environmental assessment is not required for the changes proposed by this Change Request because the requested changes conform to the criteria for " actions eligible for categorical exclusion" as specified in 10 CPR 51.22(c)(9).

The requested changes will have no impact on the environment.

This Change Request does not involve a significant hazards consideration as discussed in the preceding section.
