SAFETY EVALUATION REPORT, LICENSE AMENDMENT APPLICATION DATED

, JUNE 19, 1989, RE CLARIFICATION OF URANIUM-235 ENRICHMENTS AND l INCREASE TO THE PLUTONIUM POSSESSION LIMIT

Background

By amendment application dated May 23, 1989, (submitted by letter dated May 24, 1989), IRT proposed changes to clarify the uranium-235 enrichments of material authorized in the license. Subsequently, the subject application reiterated these proposed changes and requested that the plutonium possession limit for sealed sources be increased by 5 grams.

The subject application supersedes the application dated May 23, 1989.

Discussion License No. SNM-1405 was renewed on May 11, 1989, and authorizes IRT to possess special nuclear material for storage only. IRT has proposed changes to clarify the uranium-235 enrichments of the material described in items 6.D., 6.E., and 6.F. of the license. In addition, IRT has proposed a change to the possession limits to include 5 grams of plutonium contained in a sealed source. The source was inadvertently excluded from the license renewal application because IRT anticipated that the source would be returned to the Department of Energy before the renewal of the license.

The proposed clarific&tions to the uranium-235 isotope enrichments do not affect the possession limits. Furthermore, the staff has determined that the ,

present radiological and nuclear criticality safety programs are adequate to support the addition of 5 grams of plutonium. To clarify the requested materials, forms, and quantities of special nuclear material, the staff recommends the following revision for Conditions 6, 7, and 8:

SEP 111989 IRT Corporation 2 i Concitsion/ Recommendation Based on the discussion, the staff concludes that the proposed changes to clarify the uranium-235 enrichments and to increase the plutonium possession limit are acceptable and do not adversely affect public health and safety or the environment. Therefore, the staff recommends approval of the application.

The Region V Principal Inspector has no objection to this proposed action.
