ENCLOSURE SPECIAL REPORT 89-09 UNIT 1 Description of Event On August 25, 1989, with Units 1 ard 2 in Mode 1, at 100 percent power, 2,235 pounds per square inch gauge, 578 degrees Fahrenheit, two fire barriers (Fire Doors A-25 and A-28) were nonfunctional for an interval greater than seven days.

Fire Door A-25 is on auxiliary building Elevation 669 serving the Turbine-Driven Auxiliary Feedwater Pump (TDAFWP) 1A-A room.

Fire Door A-28 is in the same building location serving the Centrifugal Charging Pump (CCP) 1A-A room. The two fire doors were breached on August 17, 1989, to run a temporary hose line from a leaking room cooler in the CCP room to the floor drain in the l

TDAFWP room. As required by the action statement of LCO 3.7.12, a roving fire watch was established, and fire detectors in the area were verified operable within one hour.

Cause of Event The floor drain in the CCP room leads to the tritiated drain collector tank (TDCT), while the TDAFWP room floor drain leads to the turbine building sump.

The CCP room cooler is leaking essential raw cooling water (ERCW) from its cooling coils.

Because ERCW is simply river water, it is not prudent or cost-effective to treat it as radiological waste.

Thus, the decision was made to run a temporary hose line from the CCP room cooler through the two fire doors to the TDAFWP room floor drain.

The temporary hose line will remain in place until the CCP room cooler is replaced.

Analysis of Event This event is being reported in accordance with the requirements of Action Statement (a) of LCO 3.7.12.

A roving fire watch has been established to inspect the CCP room and TDAFWP room area on an hourly basis as required by the action statement of LCO 3.7.12.

The existing fire detection and fire suppression system for the affected area is operable and would actuate in the event of a fire.

Therefore, there is no danger to safety-related equipment.

Corrective Action The roving fire watch will remain in effect until the CCP room cooler is replaced, the temporary hose line removed, and the fire barriers restored to functional status.

It is anticipated that this work will be completed by September 20, 1989.
