.Re:

Clinton Power Station, Unit No.1 We-have reviewed the environmental qualification report on the terminal blocks-in the Conax penetrations that you provided to us on Pay 1, 1989. We have also reviewed the information you provided at the meeting held on May 9,1989, and the. responses to our. questions, dated May 17. 1989. Based on our. review of the test data and the clarifying-information, we believe that _ operation with the :

terminal blocks in place is justified for ore cycle; but continue to have -

concerns regarding the qualification file for the terminal blocks, and will ofollow-up on these concerns during your forthcoming operating cycle. We recommend:

A qualification retest of the terminal blocks might-be advisable in view-Lof questions concerning the test environment as compared to the post-accident environment, or Replacement of all terminal blocks with qualified splices (based on a telephonic discussion on May 18, 1989, we understand that you will replace.

the terminal blocks in both control and instrument circuits).

Notwithstanding our concerns, we conclude that plant restart need not be delayed pending resolution of our concerns.

Please inform us of your specific plans as well as actions taken in this regard
