PROPOSAL ~TO DEMONSTRATE ACCOUNTABILITY OF PERSONNEL IN THE PROTECTED AREA AND SITE EVACUATION 1
On August 22, 1989,. representatives of TU Electric met with Region IV personnel-
~ in Arlington, Texas, to discuss their plan to demonstrate their ability to perform accountability of personnel in the protected area and site evacuation of nonessential personnel at the Comanche Peak Steam Electric Station during the September 22, 1989, drill.
(The drill date has subsequently been changed to October.6, 1989.) The meeting was held at the request of the applicant.

The applicant's representatives presented a tentative definition of their understanding of what the objectives were for performing accountability of personnel in the protected area and for performing site evacuation. After discussions with members of the NRC staff, the applicant reviewed and revised their proposal of the concepts pertaining to accountability and site evacuation objectives in order to better conform to regulatory guidance.
The applicant's-representatives and NRC attendees agreed that accountability is the process of identifying by name those individuals (i.e., nonessential personnel) that during a site area or general emergency condition are in the protected area and are not assigned to be actively engaged as members of the emergency response organization The applicant understands the need to ascertain the identity and location of emergency responders that will remain in emergency response facilities during an emergency.
It was clearly understood by all parties that all individuals inside of the protected area will be acccunted for except for observers, controllers, and evaluators.
Furthermore, it is understood that this accounting process will be completed within 30 minutes after the site evacuation announcement in accordance with the emergency plan and procedures.

s ACCOUNTABILITY - The process of identifying those individuals that are not authorized to remain in the Protected Area.
APPLICATION -
Initial accountability shall be accomplished within approximately 30 minutes of the sounding of the evacuation alarm after the declaration of a Site Area Emergency or General Emergency.
SITE EVACUATION - The process of removing those individuals that are not authorized to remain in the exclusion area.
Site Evacuation shall APPLICATION be accomplished within approximately 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> of the sounding of the evacuation alarm after the declaration of a Site Area Emergency or General Emergency.

ACCOUNTABILITY PROCESS l
All personnel that have entered the Protected Area by means of the turnstiles at the AAP or the PAP are maintained in a list in computer memory.
At all times a report (ONS) is available to the Security Department.
The report will list each individual within the Protected Area by name, slot number, craft code and current sector.
To achieve accountability a report (ACM) is made available that identifies each individual in the Protected Area that meets both of the following criteria; (1)

designated as an emergency organization member in the Security i
computer database.

The individual has not utilized an i
accountability reader.
.c ACCOUNTABILITY EXERCISE The Shift Supervisor will initially declare a Notification of Unusual Event. The Emergency Organization will subsequently escalate to Alert and Site Area Emergency.
l The Technical Support Center (TSC),
Operations Support Center (OSC), and l
Control Room will participate in the exercise.
The Emergency Operations Facility (EOF) and the Logistical Support Center (LSC) will neither staff nor activate.
Personnel in activated facilities will only demonstrate those procedures applicable to accountability and evacuation. Unrelated activities will not be performed and no operational or radiological data will be provided.
Evaluators will be stationed throughout the protected area and exclusion area to monitor personnel performance.
Evacuation of Squaw Creek Park will not be demonstrated.
