Combined Inspection Report Hos. 50-277/89-0/ and 50-278/89-07
This refers to the Special Electrical Team Inspection coriducted by Mr. T. Koshy
of this office on January 30 - February 10, 1989 at Delta, Pennsylvania and
your corporate office at Philadelphia, Pennsylvania of activities authorized by
NRC License Nos. DPR-44 and DPR-56 and to the discussions of our findings held
by Mr. Koshy with Mr. S. J. Kowalski of your staff at the conclusion of the
inspection.

Areas examined during this inspection are described in the NRC Region I
I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspector.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full compliance with NRC requirements, as set
forth in the Notice of Violation, enclosed herewith as Appendix A.
These vio-
lations have been categorized by severity level in accordance with the " General
Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2,
Appendix C (Enforcement Policy). You are required to respond to this letter
and in preparing your response, you should follow the instructions in Appendix A.

In addition, it is important that continued management attention be given to
the prompt resolution of the following issues:
Voltage Adequacy of DC Equipment.
13KV Switchgear Interrupting Rating
Capacity Margin for Batteries
Emergency Diesel Generator Loads, and Load Control
480V Feeder Cable Ampacity

These issues should be technically resolved by your staff and reviewed by
management for adequacy before Unit 2 restart. We acknowledge your letter

dated March 3, 1989 to the NRC, regarding your plans to complete the corrective
l
actions for these items by March 31, 1989.
