SECURITY PLAN!FOR MR. YAO-TSU SHAO, FOREIGN ASSIGNEE FROM TAIWAN The enclosed security plan for Mr. Yao-Tsu Shao, a foreign assignee from Taiwan, dated June 22, 1989, is approved.
Please note that our approval of the security plan should not be interpreted as indicating that the assignee has a security clearance of any kind issued by the NRC.

SECURITY PLAN FOR THE ASSIGNMENT OKF FOREIGN REGULATORY AGENCY EMPLOYEE,

YAO-TSU SHAO, TAIWAN, TO THE NRC l
Purpose The purpose of this Security Plan is to describe the procedures to be used to control and prevent access by Mr. Shao to classified, sensitive

unclassified, and safeguards information contained in documents or other 1
media.
Background
Mr. Yao-Tsu Shao, an employee of the Taiwan Atomic Energy Council, is on assignment to the NRC for a 6-month period beginning June 5, 1989. He is being assigned to the Division of Low-Level Waste Management. Office of Nuclear Material Safety and Safeguards. Mr. John Starmer will be Mr. Shao's immediate supervisor.
Protection of Information The Division of Low-Level Waste Management, NMSS, does not retain or store classified, sensitive unclassified, and safeguards information.
In the normal course of Mr. Shao's activities, he will not have need for, nor will he be afforded access to, such information. Classified, sensitive unclassified, and safeguards information held in other areas of the division or office to which Mr. Shao is assigned will be protected through normal procedures requiring a need-to-know prior to access. Prior to any periods of work with other branches by Mr. Shao, Mr. Starmer will inform other branches of the content of this plan to ensure that classified, sensitive unclassified, and safeguards informationris not accessible by Mr. Shao. Mr. Shao will be responsible for obtaining and making whatever copies of records or documents i.e desires to take with his prior to completion of his asignment at the NRC. He will also be required to provide a list of these records and documents to Mr. John Starmer and to International Programs / Office of Governmental and Public Affairs.
It has been agreed that Mr. Shao can generally perform his assigned functions without having access to proprietary information which is maintained by Division of Low-Level Waste Management although occasional access may be necessary.
In these instances, such access will be approved by Mr. John Starmer. Mr. Shao and all members of the Division of Low-Level Waste Management will be instructed by Mr. John Starmer of this requirement and also the provisions of the agreements attached to this Plan.
Mr. Shao will not require access to computer facilities.
Badging and Escorting Mr. Shao will be issued an NRC "D" series photo identification badge i
(unescorted access) which will allow access only to the 2d, 4th and 5th floors of the White Flint Building.
Mr. Shao has been instructed to wear this badge in a visible locatich at all times while inside NRC buildings.
Mr. Shao is not authorized access to designated security areas as defined in NRC Security Manual Chapter 2101 or areas in which classified information or sensitive unclassified hatter is processed or stored.
Upon completion of this assignment, Mr. Shao will return the NRC badge to the Phillips Buidling Receptionist.
Mr. Shao will have unescorted access to areas in the White Flint Building as described above during normal Government. working hours (7:30 a.m. through 4:15 p.m.,
4 Monday through Friday, excluding holidays).
Access during any other hours by Mr. Shao must be under escort by an L-or Q-cleared NRC employee and approved by Mr. John Starwer.
Work Area Mr. Shao's normal work area is Room 5-D-10.
No classified or sensitive unclassified (e.g., nuclear propulsion or fuel cycle) information is located in--nor will it be introduced into--this space during the period of this assignment.
Visits to U.S. Governseent and Privately Owned Facilities Mr. Shao is not authorized to approve visits by other individuals to NRC facilities.
Visits to other U.S. Government and/or privately owned facilities by Mr. Shao required by his assignment to NRC will be arranged and coordinated by Mr. John Starmer to include Mr. Shao's access limitations.
Mr. Shao shall not use his assignment with NRC or his NRC photo identification badge for any visit not arranged by Mr. John Starmer.
.4 Implementation This plan has been agreed to by Mr. John Starmer and representatives of GPA/IP and SEC. Mr. John Starmer is responsible for the implementation of and compliance with this plan.
