Subject:
Oyster Creek Nuclear Generating Station Docket No. 50-219 Inspection Report 89-03, Clarification
Dear Sir:
The purpose of this letter is to update you regarding several items contained in the subject inspectio:: report.
In order to ensure that no j
misunderstandings exist we would like to clarify the current status of the 1
following items:
1)
Section 4.1 states that " Weekly training drills will begin in the near future." This is still the case but it should be' realized that the term " weekly" may be misleading.
It is our intention to perform I
thirty to forty such drills per year.
i 2)
Section 7.3 of the Inspection Report indicates that a communicators room will be provided in the Emergency Operations Facility (EOF).
This room is currently being considered, however, a final 1
determination has not been made.
3)
Section 10.1 of the Inspection Report indicates that ten phones are provided for the Bureau of Nuclear Engineering (BNE) at the EOF.
In fact there are six phones.
If the BNE desires additional phones they will be provided.
4)
Section 11.1 states that a senior OC station engineer reports to the Media Center. A senior manager with a background in Oyster Creek systems reports to the media center, however, this individual is not necessarily an engineer.
The same section also states that monthly training is given to press release writers. This is an informal,.
undocumented drill session that is held about six times a year.
It is not formal training as defined by GPU Nuclear Training and Education Department.

5)
Section 12.5 states that the OCNGS Evacuation Time Estimate is being updated and should be ready by 1989.
This was true at the time of the inspection, however, the update has been delayed to allow inclusion of the 1990 census data.
