Gentlemen:

This refers to the routine safety team inspection conducted by P. R. Rescheske,

R. A. Hasse and A. M. Bongiovanni of this office on April 3 through 27, 1989,

of activities at the Clinton Power Station, authorized by NRC Operating

License No. NPF-62, and to the discussion of our findings with Mr. D. P. Hall

and others of your staff at the conclusion of the inspection.

The purpose of this inspection was to determine if field alterations and

plant modifications were being conducted in accordance with regulatory

requirements. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified

during the course of this inspection.

We request that you respond to the unresolved item identified in

Paragraph 3.b(3) of the enclosed Inspection Report concerning a potential

10 CFR 21 report.

In your response, you should address the applicability of

a 10 CFR 2i report or the justification for determining that a 10 CFR 21 report

was not warranted.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.

We will gladly discuss any questions you have concerning this inspection.
