APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant.to Section 50.90 of the regulations of the Nuclear i
Regulatory Commission, the New York Power Authority, as i
holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
I This proposed amendment to the James A. FitzPatrick Technical Specifications replaces the organization charts included in Section 6.2 with more general organizational requirements.
The proposed changes will provide greater flexibility to implement changes in both the onsite and offsite organization structure without the need for license amendments.
These changes are in accordance with the guidance provided in Generic Letter 88-06 (Reference 1) and will not affect the safe operation of the plant.
In addition, clarifications to Sections 6.3.2 and 6.4 are also included with this application.
The proposed changes revise Technical Specification Section 6.1, 6.2, 6.3 and 6.4 and Figures 6.1-1 and 6.2-1 on pages lii, vii, 247, 247a, 248, 259 and 260.
The proposed changes to the Technical Specifications are Attachment I to this Application for Amendment to the Operating License.
The Safety Evaluation for the proposed changes is included as Attachment II.
