APPLICATION FOR AMENDME?IT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
This proposed amendment to the James A. FitzPatrick Technical Specifications revises Technical Specification 4.7.A.3, " Continuous Leak Rate Monitoring," on pages 176 and 177. The change removes a misleading reference to a continuous leak rate monitoring system. There is no dedicated monitoring system. Containment leakage is determined by periodically calculating the Containment Air Dilution system makeup requirements and by re',iew of the drywell to suppression chamber differential pres ure instrumentation.
