By letter dated May 10,1996 (Ref.1), Northern States Power (NSP) communicated to the NRC our intentions regarding the Scram Solenoid Pilot Valve (SSPV) diaphragm material issue identified in NRC Information Notice 96-07. In that letter, NSP made the following commitment:
CRD SSPV Viton diaphragm performance will be monitored in accordance with the BWROG recommendations until a long term solution is implemented.
During Monticello's 1998 refueling outage, all remaining SSPV Viton A diaphragms were replaced with the new Viton 515AB material developed and qualified by General Electric (GE).
This fulfills the above 1996 commitment. However, to ensure this new material continues to function as intended, NSP intends to continue testing the CRDs per the BWROG's recommendations until we are satisfied with the diaphragm's performance. Therefore, NSP commits to the following:
NSP will continue to monitor the CRD scram times in accordance with the BWROG recommendations until satisfactory performance has been established.
