I Northem States Power Company Monticello Nuclear Generating Plant 2807 West Hwy 75 Monticello, Minnesota 55362 9637 May 10,1996 U S Nuclear Regulatory Commission Attn: Document Control Desk Washington, DC 20555-0001 MONTICELLO NUCLEAR GENERATING PLANT Docket No. 50-263 Ucense No. DPR-22 Transmittal of Plan on Interim Recommendations of BWR Owners' Group Reautatory Response Group Reoardina Viton CRD SSPV Response Time Delav On February 16,1996, the BWROG Regulatory Response Group (RRG) provided guidance related to testing of dual type ASCO Scram Solenold Pilot Valves (SSPVs) with Viton intemals and testing of the Attemate Rod insertion (ARI) system.
Monticello Intends to implement the RRG recommended guidance related to the testing of both the SSPVs and ARI. Specifically, since all SSPV r'laphragms at Monticello are currently Viton, the 120 day representative test sample of "Viton control rods" consists of 10% of our 121 rods, or 13 rods. The 60 day,5% reference sample will consist of 7 rods.
During the 1996 refueling outage, the ARI system was successfully tested. Scram times have also been measured for all 121 control rods.
Northem States Pcwer is a member of the BWROG Subcommittee addressing the Viton SSPV issue.
Data gathered from both the representative and reference samples will be sent to the subcommittee and evaluated against industry and plant specific data. Once adequate data is available, the subcommittee will provide additional recommendations related to Viton SSPV performance.
This submittal contains the following new NRC commitment:
