Dear Mr. Davis This letter is in response to the special safety inspection' conducted

-by Mr. A.S. Gautam and other NRC representatives on October 17-24, 1988 of L activities at the LaSalle County Station. The purpose of this inspection was.

f.to review the licensee's implementation of commitments pertaining to. Regulatory Guide 1.97 and'to followup previously identified Environmental Qualification issues. Reference'(a) reported that certain deficiencies in the program implementation were~ observed and were classified.as Unresolved Items.

1 Neutron Flux Issues 1

The final SER (NRC August 20, 1987 letter-attachment 1) required CECO to l commit, within 45 days, to install an upgraded neutron flux monitoring system j when such a system becomes available.  !

In response (CECO October 7, 1987, letter-attachment 2) CECO committed to follow the BWR Owners Group (BWROG) recommendations regarding the upgrade.

l The NRC has indicated their-willingness to evaluate alternate approachs (i.e. BWROG position on neutron monitoring as described in licensing topical report NEDO 31558) to resolve the RG 1.97 neutron monitoring issue (BWROG 4-01-88 letter-attachment 3). The NRC is currently reviewing the approach recommended by the BWROG.

At this time Ceco is awaiting the NRC evaluation of the BNROG submittal.
