SUBJECT: NRC INSPECTION REPORT 50-285/97-12 AND NOTICE OF VIOLATION

Dear Mr. Gambhir:

An NRC inspection was conducted June 23-27,1997, at your Fort Calhoun Station reactor

facility. The enclosed report presents the scope and results of that inspection. At the Qg yf

conclusion of the inspection, the findings were discussed with you and those members of gl

l

your staff identified in the enclosed report. Additional telephonic conversations were held

l

on July 2-10,1997, between Mr. D. Schaefer of this office and G. Cavanaugh, E. Matzke, '

J. Sefick, and M. Roberts of you. staff.

Your land vehicle control program, including the vehicle barrier system, its bomb blast

analysis, and procedure controls, was examined during this inspection. Portions of your

physical security program were also examined. We determined that your land vehicle

control program for the protection of malevolent use of vehicles was in accordance with

regulatory requirements. Your vehicle barrier system was found to be effective and

generally installed as described in your physical security plan and associated documents.

During the inspection, one violation of NRC requirements was identified. The violation

involved the failure to perform complete background investigations. The violation is cited

in the enclosed Notice of Violation (Notice) and the circumstances surrounding the violation

is described in detailin the enclosed report. The NRC has concluded that information

regarding the reason for the violation, and the corrective actions taken to correct the

.

violation and prevent its recurrence, have already been adequately addressed. Therefore,

you arg not requiredJ respond to this letter unless the description therein does not

accurately reucct your corrective' actions or your position. In that case, or if you choose to

provide additional information, you should follow the instructions specified in the enclosed
