1. Request am6ndment of U.S. Nuclear Regulatory Commission License No. NS-1, Possession Only License, Technical Specifications (Appendix A). Unless specified below, all previously submitted licensing documents remain applicable.

Basis for Amendment The N.S. Savannah (NNS), a nuclear powered merchant ship operated under the auspices of the U.S. Maritime Administration, was ,

decommissioned in November 1970. Subsequently, the nuclear fuel, radioactive sources, ion exchange resins, and wastes have been removed from the vessel. The reactor containment vessel has been i permanently sealed and all penetrations welded. i All primary and secondary systcms have been drained of fluids, f

I and decontamination of certain areas of the vessel has been performed. However, radioactive materials remain in the form of surface contamination and induced radioactivity in reactor components and associ,ated systems.

Pursuant to Public Law 96-331, 94 stat, 1055, August 28, 1980, l the vessel was relinquished to the S.C. Patriots Point Development Authority with ownership retained by the U.S.

Maritime Administration. The vessel serves as a maritime naval museum for public display. Future plans also include restaurant and hotel accommodations. To date, activities of the ship have been limited to display only with controlled tour routes.

The Review and Audit Committee composition is defined in the Technical Specifications to NS-1 (Appendix A).

. Justification for Chance Recent reorganizations and reassignments.of personnel within the Maritime Administration have necessitated a redefinition of the ~

Review and Audit Committee representatives from the Maritime Administration. Other changes are required for clarification-of technical specifications.

A. Page 1, Section 2.1, Specification, Change to read

" Radioactive liquid waste releases from the ship shall be as low as reasonable achievable and shall not exceed ten-percent (10%)

of 10 CFR Part 20 limits. Radioactive liquid waste in excess of these limits may be solidified in approved media and. transferred to a properly licensed burial ~ facility. All solidified liquid waste shall be transferred in accordance with applicable NRC regulations (10 CFR 71) and the burial facility's license and acceptance criteria."

B. Page 2, Section 3.1, Change the,,first paragraph to read:

"The N.S. Savannah NS-1 License is jointly held by the Deputy Director, Office of Ship Operations,' U.S. Maritime Administration, Washington, D.C. 20590, and the South Carolina Patriots Point Development Authority."

C. Page 5, Section 3.4, Change the first paragraph to read:

"1. A written annual report shall be submitted to the Office-of Nuclear Reactor Regulation, Document Control Desk, U.S. Nuclear Regulatory Commission, Washington, D.C. 20555, prior to March 1 ,

of each year. The report shall include the following:"
