EMERGENCY PLAN CHANGES

Dear Mr. Ray:

This letter acknowledges receipt of your letter dated December 22,1997, which transmitted Revision 8 to the San Onofre Nuclear Generating Station Emergency Plan submitted under the provisions of 10 CFR 50.54(q).

Based on your determinations that the changes do not decrease the effectiveness of your i

emergency plan, and that the plan, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to Part 50, NRC approval is not required.

Our initial review of these' changes indicates that the changes are in accordance with 10 CFR 50.54(q). Implementation of these changes will be subject to inspection to confirm that they have not decreased the effectiveness of your emergency plan and continue to meet regulatory requirements.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter will be placed in the NRC Public Document Room.
