SILICONE RUBBER INSULATED CABLE 40_ YEAR ENVIRONMENTAL QUALIFICATION TEST (TAC NOS. R00386/R00387) - SEQUOYAH NUCLEAR PLANT, UNITS 1 AND 2 The staff reviewed the employee concern issue of cable installation at Sequoyah for the restart of Units 1 and 2 from their extended outages of 1985 to 1988.

The staff concluded that the installed cable was adequate for the restart of the units. The staff's evaluation is in Volume 2 of NUREG-1232 for Unit 2 and in Supplement 1 to Volume 2 of NUREG-1232 for Unit 1.

These evaluations were i

issued in the staff's letters dated May 18, 1988 and February 3, 1989, respectively.

silicone rubber insulated cables installed at Sequoyah are adequate to perform l

their intended function. The staff accepted this basis because the Wyle Laboratory tests represented a partial environmental qualification (EQ) of the Anaconda and Rockbestos cables at Sequoyah for a period of 10 years.

These tests provided sufficient margin for the startup of the units. TVA agreed to conduct j

40-year EQ tests on the Anaconda and Rockbestos cables and submit the data to the staff.

In a letter dated March 13, 1989, TVA submitted the EQ Test Report No. 18056-1,

" Qualification Test Program for Silicone Rubber Insulated Cables For Use In Tennessee Valley Authority's Sequoyah and Watts Bar Nuclear Plants," prepared by Wyle Laboratory.

Based on the enclosed Safety Evaluation, the staff concludes that both the Anaconda and Rockbestos cables at Sequoyah are environmentally qualified for their intended function at Sequoyah for 40 years.
