Dear Sir:
l This letter submits, in accordance with 10 CFR 50.4(b)(4)(iii), an I
original and three copies of a revision to the Limerick Generating Station (LGS)
Physical Security Plan. This revision is dated April, 1989 and is an entire plan revision.
This revision is being submitted in accordance with 10 CFR 50.54(p)(2) and has been determined to not decrease the effectiveness of the LGS Physical Security Plan. This revision was discussed during a meeting on January 18, 1989 at the NRC Region I offices between NRC staff and representatives of the Philadelphia Electric Company. The purpose of the meeting was to review HRC comments concerning a Plan revision, previously submitted by letter on July 29, 1988 and dated February, 1989. The February, 1989 Plan revision was written to include Unit 2 security requirements. As discussed at the meeting, comments received from the NRC and other Plan revisions previously submitted in October, 1988, have been incorporated into this present revision. A request to withdraw the February, 1989 Plan revision was submitted by letter dated February 23, 1989 and, accordingly, this present revision contains commitments to establish physical security for both units at LGS.
In addition, this present revision includes a modification to an October, 1988 Plan change which the NRC found unacceptable as 4
documented in a letter from R. R. Bellamy, Chief Facilities Radiological Safety and Safeguards Branch to C. A. McNeill, dated February 27, 1989.
In accordance with 10 CFR.2.790 and 10 CFR 73.21, we request that the enclosed revision to the Physical Security Plan be withheld from public disclosure.
