MASSEY's Review of his June 5, 1996 Transcript of Interview On January 23, 1997, MASSEY and his attorney, Bill McCARTY 48 High Street, Brattleboro, VT, telephone number (802) 257-7737, reviewed the transcript in the reporting agent's presence. Prior to the review, the reporting agent explained that MASSEY would have to review the transcriat and that McCARTY would not be allowed to review it unless MASSEY did.
4ASSEY was informed that tne review should be done for accuracy, and that he and McCARTY should denote any inaccuracies / typographical errors on an errata sheet. McCARTY was informed that he would not be allowed to take verbatim notes of the transcript. After explaining this to MASSEY and McCARTY, MASSEY was handed the transcript by the reporting agent. MASSEY then handed the transcript to McCARTY. The reporting agent again informed MASSEY and McCARTY that the purpose of the review was for MASSEY and McCARTY to review, not juts McCARTY.
McCARTY then stated something to the effect of, "from the beginning you have been confrontational with me."
The reporting agent responded that I have not been confrontational with him, but that the rules regarding transcript review were clear and that I did not make them. McCARTY was told that if he i
disagreed with the transcript review rules, he should contact the NRC OGC.
McCARTY said that he might do that. At tat point the review began with no further questions or objections.
At the completion of the review, MASSEY was asked by the reporting agent when l
he first raised his concerns with the HPCI/RCIC heaters being disconnected.
MASSEY stated that he first re>orted those concerns to Vermont Yankee Nuclear Power Plant Engineer Pat McKENiEY in September or October 1995, well afeer he had received his disciplinary letter and poor job performance review.

In this capacity, my responsibilities included selecting contractors and providing supervision, which required working ' closely with construction personnel prior to and during start-up of new power plants to assure accurate installations and to meet operating schedules. Responsibilities also included the design and/or gedesign of electrical circuits and approving or rejecting designs of other engineers. (1964 - 1968) In 1968 UHF sponsored another total energy power plant which would service 60,000 people. Was promoted to Construction Pro $ect Manager to act as liaison between owners, designers and construction. This position required selection of priorities and scheduling construction verk to reduce critical path activities. Responsibilities included the elimination-of unvoekable electrical designs be~ fore they were incorporated in the system, resolving conflicts' between
