3 Telephone Cowersations with Jim MASSEY On January 10, 1997. Bill RULAND and the reporting agent contacted NASSEY so RULAND could inform him of when the NRC planned to complete its inspection  ;

activities of his concerns with the Vermont Yankee (VY) plant.

l MASSEY began by speaking about his safety concerns with the VY HPCI and RCIC l l heatersbeingdisconnected,statingthatthereisnowayitcanbeoprated the way it currently is. He also claimed that it was dangerous and a real bad safety concern."

MASSEY went on to state that he has recently spoken to a David Weinstein, a l staffer of a Vermont United States Congressman about his concerns, and that he i told Weinstein that he was going to give the NRC one more chance to

! investigate his safety concerns and correct the problems. MASSEY also stated  !

that he has been discussing with his attorney, Bill McCarty, how he should i proceed with his safety concerns. MASSEY threatened that he was going to take  !

his concerns public. He was told by the reporting agent that he should do -

l l what he believed was best for him.

When RULAND told MASSEY that the inspection of his remaining concerns would be  !

conducted in April 1997, MASSEY became irate, stating that if he goes public,  !

the NRC will have another Northeast Utilities on their hands, and that he has contacted engineers who sup) ort his safety concerns, and that they will " bury the NRC." Sometime after t1at, this conversation was ended.

The reporting agent then called NASSEY to get some additional information from him.-mainly the name and telephone of his attorney. During this conversation, MASSEY continued to discuss his safety concerns, stating that, "if the steam  !

line breaks, all hell will break loose at VY." He also continued to make his 1 threats to go public. MASSEY also touched on the problems he encountered

' during his involvement in the construction of a " gate house" at VY, which he claims caused the inning of the )roblems he had with VY management. After a period of time, SEY provided t1e name of his attorney and the conversation was ended. ,

l At approximately 1:15 p.m. MASSEY contacted the reporting agent, again wanting ,

to discuss his safety concerns, re) eating much of what was said during the  !

earlier two calls. He added that lis concerns could be handled so much easier if the NRC would do the same investigation that he had performad on the HPCI and RCIC issues.
