SUMMARY
OF MEETING ON ACCOUNTABILITY AND SITE EVACUATION AT CPSES Gentlemen:
This letter summarizes the discussions held at a meeting between TU Electric and NRC Region IV personnel on August 22, 1969, concerning certain definitions and actions relating to accountability and evacuation of personnel at CPSES.
As a result of the discussion, " accountability" is the process of determining the population and ascertaining the names of missing / unaccounted-for personnel within the Protected Area after the declarat-ion of a Site Area Emergency (or General Emergency, if the Site Area Emergency is omitted). The accountability process is expected to be completed within approximately thirty (30) minutes after the actuation of the evacuation alarm following the declaration of a Site Area Emergency (or General Emergency).
The second issue of interest is " site evacuation".
This activity involves removing from the Exclusion Area all individuals not authorized to remain after the declaration of a Site Area Emergency (or General Emargency). This process is expected to be completed within approximately two (2) hours after the actuation of the evacuation alarm following the declaration of a Site Area Emergency (or General Emergency).
As also discussed. TV Electric identified the following actions that will be taken to protect personnel in the event of an emergency:

Upon the declaration of an Alert, the construction siren will be actuated and all non-TV Electric engineering and construction personnel will be dismissed frcm the site; and PDR ADOCK 0500044S

At the Site Area Emergency-(or General Emergency) and to assure that personnel outside the Protected Area but on the. peninsula are aware of.the emergency, security personnel will drive.through the building areas and repeat the directive using a portable PA system and will check for-occupancy in pre-identified high noise areas.
These-issues and actions will be incorporated into the appropriate site procedures prior to the accountability exercise. The present schedule for
