SUBJECT:

COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)

DOCKET NOS. 50-445 AND 50-446 N0ZZLE LOAD INTERFACES SDAR: CP-87-122 (SUPPLEMENTAL REPORT)

Gentlemen:

On January 5,1988, TU Electric notified the NRC via report logged TXX-88026 of various equipment nozzle loads which were deemed to be unacceptable. The latest report on this issue was logged TXX-89519 dated July 24, 1989. The purpose of this report is to revise the corrective action for the hydrogen purge filtration units and provide an update on the status of corrective action for the containment spray heat exchangers and safety related chiller fan coil units.

TXX-88026, dated January 5,1988, delineated corrective action for the hydrogen purge exhaust filter inlet nozzle flanges consisting of the addition of a flexible connection between the flange and inlet piping.

Subsequent to the submission of TXX-88026, TU Electric has elected to downgrade the hydrogen purge system from ASME Section III, Class 3 to Class 5 because of the presence of redundant safety related hydrogen recombiners in the containment building.

The downgrade in classification is in accordance with TU Electric's commitment to Regulatory Guide 1.7 as described in Section IA(B) of the FSAR.

With the reclassification of the system, the hardware change needed to resolve the deficiency is to replace the existing pipe-to-pipe 150 lb. flange just outboard of the second containment isolation valve with 300 lb. flanges in each train. The installation of flexiMe connections is no longer required.

.TXX-89660 September 15;1989 Page_2 of 2 The modifications to the Unit I containment spray (CT) heat exchanger support structure and mid lug connection (specified in TXX-88026) have been completed.

Implementation of the design modifications to add flexible connections to the fan coil units (also specified in TXX-88026) and the addition of the 300 lb.

flanges in the hydrogen purge system piping will be completed prior to Unit I fuel load. The required corrective actions will be evaluated and reported for Unit 2 prior to Unit 2 fuel load.

Sincerely, William J. Cahill, Jr.
