SUBJECT:

SAFETY EVALUATION REPORT ON MAINE YANKEE 115 KV CAPACITOR BANK (TACM65492)

On March 31,1989,.you provided your design report on the recently installed 115 XV capacitor bank and' clarified plans for enhancements to the plant offsite power system. 'These enhancements. included consideration of installing a redundant transformer in parallel to the existing X-14 transformer and modification.'of the offsite automatic bus transfer system. Subsequently, you advised the staff that a parallel transformer may not be appropriate and current plans involve installation of a larger, more capable, station transformer.

The staff has' determined on the basis of Maine Yankee letter GDW-89-118, dated March 31 1989 and attachments, that the 115' KV capacitor bank installed at Maine Yankee sufficiently increases the power capability of the Suroweic transmission line such that it is fully capable of supporting worst case Maine Yankee loads together with extant offsite power loads when the Suroweic transmission line is the only 115 KV preferred power supply'to Maine Yankee.

Based on our review of your submittal, it appears that the Suroweic-transmission line is fully capable for a five-year period,- in accordance wit's

.your projections. By March 1994, you should demonstrate by load tracking, analysis, and any needed improvements that the Suroweic transmission line will remain . fully capable for another five years. Any time the Suroweic transmission line is not fully capable, it will not be used by Maine Yankee as though it were.

The staff requests that you provide the detailed design analysis supporting the previously proposed design enhancements involving the offsite automatic bus-transfer system and the replacement of the existing X-14 transformer with a larger, more capable, station transformer. We understand that these modifications are intended t: resolve previously documented concerns regarding offsite power supply to the emergency buses.
