May 17, 1989 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PN0-AOSP-89-03 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verification or evaluation, and is basically all that is known by Comanche Peak staff on this date.

SUBJECT:

SIGNIFICANT SEVERE WEATHER DAMAGE High winds, rain, some hail, and a few scattered tornadoes were experienced in central and eastern Texas the evening of May 16, 1989. Site security guards reported seeing a tornado touch down on owner-controlled property approximately a mile from the plant. About 7:00 p.m., site personnel were evacuated from temporary construction 'ouildings to tne seismic Category 1 buildings. High winds blew the roof off one temporary construction building (approximately 45' x 65') and caused the 60 meter primary meteorological tower to collapse.

The roof was blown in the direction of the primary tower. Some of the 2" x 6" ceiling joists from the building roof were blown adjacent to and past the tower.

I It is possible one or more of the joists may have struck the tower. Two of the I

towers nine guy lines were broken. In addition, operation personnel noted that two of the operational basis earthquake detectors (located near the met tower) were alarming. Wind speed was measured at 55 mph just before the tower collapsed at 6:59 p.m. Personnel were allowed to return to work at about l

8:15 p.m. One 13.8 kV power line to the site was knocked out by high winds l several miles from the nuclear plant. Appropriate automatic switching of I

loads occurred.

TU Electric notified the NRC resident inspectors of the damage at approximately 8:00 p.m., May 16, 1989. The resident inspectors have inspected the damage and are following the applicant's actions.

Some of the primary and secondary roads are not accessible to normal traffic and more rain and high winds are forecast for today.

Neither the utility or the NRC plan to issue a press release. Media attention may occur.

The State of Texas will be infonned.
