Texas Department of Labor and Standards letter f rom Mr. S. M. Matthews to W. J. Cahill, Jr., dated February 28, 1989 Gentlemen:
TU Electric provided the CPSES response to NRC Bulletin 88-05, " Nonconforming Materials Supplied by Piping Supplies, Inc. (PSI) at Folsom, New Jersey and West Jersey Manufacturing Comp'ny (WJM) at Williamstown, New Jersey" as modified by supplements 1 and 2, by TXX-89005, dated January 11, 1989.
In recent discussions, the NRC staff and Texas Department of Labor and Standards (TDLS) requested additional information regarding our response to NRC Bulletin 88-05, and Supplements 1 and 2.
The following additional information is provided in the response to that request:
- 1) CPSES Additiona'. Desponse to Item 1:
In TXX-89005, TV Electric proposed that WJM/ PSI flanges installed in Unit 2 be accepted without further testing, based on the test results and analysis of WJM/ PSI Material at CPSES, the NUMARC/BECHTEL Generic Test Program, similar acceptable results et other facilities and discussions with site NRC personnel.
However, based upon further discussions with TDLS and NRC, TV Electric is revising this response as follows:
WJM/ PSI flanges installed in Unit 2 safety related systems will be located, identified, and tested prior to N-5 Certification of the Unit 2 piping systems.
The acceptance and evaluation criteria utilized for Unit 1 WJM/ PSI flanges will also be used for Unit 2 WJM/ PSI flanges.

..d-TXX-89163 March 31, 1989 Page 2 of 2 Administrative controls have been established to assure that the WJM/ PSI flanges installed in Unit 2 are verified to meet the applicable requirements of the ASME an ' ASTM Codes and Standards, prior to N-5 Certification.

CPSES Additional Response to Items 1 and 3:
TV Electric reaffirms its statement (as identified in our previous-response to items 1 and 3) that WJM/ PSI flanges installed in Unit 1 at CPSES, nieet the applicable requirements of the ASME and ASfM Codes and Standards, and that existing material properties do not affect the capability of these flanges to perform their intended design function.
Accordingly, the WJM/ PSI flanges installed on CPSES Unit 1 do not affect the ability of CPSES Unit 1 to meet the applicable requirements of 10CFR50.55a and alternatives per 10CFR50.55a (a)(3) are neither proposed nor required for these flanges.
No additional reports are required regarding this bulletin for CPSES Unit 1.
Additional information based on the results of the location, identification and testing of WJM/ PSI flanges for Unit 2 will be provided before Unit 2 fuel load.
