Inspection Nos. 50-352/89-80 and 50-353/89-80

This letter refers to the special maintenance team inspection led by

Mr. L. J. Prividy of this of fice on January 30, 1989 to February '10,1989,

principally at the Limerick Generating Station, Unit 1, Limerick, Pennsylvania.

Mr. Prividy discussed the findings of the inspection with Mr. G. Leitch and

other members of your staff at the conclusion of the inspection on

February 30, 1989.

Thr inspection team concluded that the Philadelphia Electric Company is

implementing an effective maintenance program at the Limerick Generating

Station. Overall , the material condition of the plant, the management involve-

ment in the maintenance work, the onsite technical support and controls for the

performance of maintenance, the experienct. and knowledge of maintenance personnel,

the documentation of maintenance activities, and the training programs for

maintenance personnel were considered to be good. The many strengths in the

maintenance program observed by the inspection team are indicative of your

efforts in the maintenance area. However, the team noted that additional

improvements could be made to address several observed weaknesses, especially

those in the technical support area.

Specific areas noted were:

(1) improved

communications are needed between offsite and onsite engineering and maintenance

personnel; (2) a proper solution is needed to the ESW piping corrosion problem

with particular emphasis toward ensuring the operability of safety related

equipment; (3) several weaknesses were identified in your QA/QC activities

regarding the level of QA/QC involvement in the ESW piping corrosion issue and

the deletion of QC witness points in certain maintenance procedures without

specific guidance; and (4) the operability of the HPCI room unit coolers.

further consideration are discussed in the report and are outlined in

Appendix 3.

We specifically request your written response within 45 days to

the foregoing items.
