We have received your response of October 18, 1988, to our Notice of Violation,
issued on September 19, 3988, concerning activities conducted at your Browns
Ferry facility.
In your response to the violation, you referred to two separate violation
examples. There was no intent by the NRC to separate the two issues identified
in the violation, as they are closely interrelated. However, for clarity, the
two aspects of the violation identified in your responsa will be referred to
herein as Examples 1 and 2.
Example 1 of the violation addressed inadequate corrective actions related to
the qualification of four temporarily promoted shift engineers who did not meet
the training standard outlined in Nuclear Plant Operator Training Program
Procedure PMP 0202.05. Your response to this aspect of the violation, which
you have admitted, meets the requirements of 10 CFR 2.201.
The corrective
actions described are acceptable.
Example 2 of the violation, which you have denied, has been incorrectly
characterized in your response. The intent of the violation was that timely
corrective action was not taken when a lack of certification examination
records for four shift engineers was identified in January 1987. As of the
NRC inspection in July 1988, there was no written indication that training
records had been located for any of the shif t engineers, or that corrective
action had otherwise been taken to ensure that the individuals were certified
in accordance with PMP 0202.05. The NRC's determination that adequate correc-
tive action had not been taken was based on Browns Ferry line management
written responses, Browns Ferry Training Department writtin responses, and New
Employee Concern Program documents. The fact that subsequent to the July 1988
NRC inspection you located documentation of certification does not negate the
original failure to take adequate corrective action in January 1987.
