Response to Inspection Report

50-313/89-04 and 50-368/89-04

Dear Mr. Callan:

In Inspection Report 50-313-368/89-04 (0CNA048901), you requested

that we inform you of any corrective actions we will be implementing

to preclude future wiring errors associated with the nonsafety-related

ANO-1 Integrated Control System (ICS). As discussed in the inspection

report, recent modifications were made to enhance the ICS as part of

implementing a Babcock and Wilcox Owners Group Safety and Performance

Improvement Program. Because of the importance of ICS reliability in

unit transient control, extensive postmodification testing was

performed. Discrepancies were later identified during a unit trip,

ac discussed in the inspection report. Additional testing and wiring

verifict.tions were performed to assure ICS adequacy subsequent to

correcting the discrepancies.

As a result of the wiring discrepancies, we are evaluating options to

address configuration control for ICS modifications. The different

options will be presented to Management for a decision as to the

course of action to pursre. At this time, we are unable to advise

you of the corrective actions beyond the current evaluation of

available options. We expect that the evaluation will require an

additional two months to complete and will require a month for

Management review before a course of action can be established. We

do not believe that any safety concerns exist with the current status

of the IC5; therefore, the evaluation period is justified. Following

development, we will inform you of the actions we will be taking to

preclude future wiring discrepancies within the ICS.
