ENCLOSURE STATUS REPORT ON THE REVIEW 0F > THE PROPOSED TECHNICAL SPECIFICATION FOR REACTOR PROTECTIOh SYSTEM (RPS) PROTECTION PANELS DOCAET NO. 50-271 BACKGROUND: By letter dated March 4,1985 the Vermont Yankee Nuclear Power Corporation's (VYNPC) proposed technical specification (TS) related to the Reactor Protection System (RPS) power protection panels at Vermont Yankee. The proposed TS was required to complement the design modification made to protect the RPS from sustained abnormal voltage and frequency conditions. This abnormal condition was postulated to occur as a result of a seismic event which can cause a failure of the RPS. EVALUATION: With respect to VYNPC's commitment to install an RPS power muitoring system design modification, the staff requested the design information by letter dated August 2, 1982 from D. Vassallo to J. Sinclair. Also, the letter forwarded a model (Standard) TS (i.e., LC0 3.8.4.4 and SR 4.8.4.4) which has been used by other BWRs on a similar RPS power monitoring installation. By staff's Safety Evaluation Report dated March 30, 1984, the NRC approved VYNPC's installation of GE designed electrical protection assembly (EPA). However, the staff concluded that the technical specification change proposed by VYNPC was not acceptable as it failed to include relay setpoints, the limiting conditions for operations (LC0) and the surveillance requirements (SR). Since the installed RPS power protection panels were identical to the ones installed at other BWRs, the staff provided VYNPC the model standard TS adopted by other BWRs and requested the licensee to conform with the requirements. FINDINGS: By letter dated March 4, 1985 from W. Murphy to H. Denton, VYNPC proposed relay setpoints, the LCO and the SR. We have reviewed the proposed TS pages 175a, 177 and 177b by comparing them with our previously provided model TS for conformance. We find that:

1) LC0 3.10.5 RPS Protection Systems Vs. LC0 3.8.4.4 (Model TS)

The proposed LCO on page 177 provides no separate LCO provision to restore one inoperable panel to an operable status within 30 minutes when both RPS power protection panels become inoperable and no justification has been provided for its omission. 1 L________________________ _ _ _ _
