Dear Sir:

This letter contains a proposed amendment to the Technical Specifications for Facility Operating License Nos. NPF-35 and NPF-52 for Catawba Units 1 and 2.

The l

request involves changing the elevation where seismic monitor 1MIMT5010 is located. This monitor is-being relocated due to operability. concerns associated with-its current location. A description of the inoperability and plans to relocate the monitor were submitted in my Special Report dated Febtmary 24, 1989.

The attachment contains the proposed change and a discussion of the justification and a No Significant Hazards analysis. The analysis is included pursuant to 10 CFR 50.91 and it has been' concluded that the proposed amendment does~not involve significant hazards considerations.

Pursuant to'10 CFR 50.91 (b) (1) the appropriate South Carolina State Official is being provided a copy of this amendment request.
