Gentlemen:

The B&W Fuel Company, Commercial Nuclear Fuel Plant requests that the attached changes be made ;o our Fundamental Nuclear Materials Control Plan as the response to.he item of noncompliance identified in Inspection Report No. 7f-1201/88-12, and to conform to the Standard Format and Content Acceptance Criteria for the Material Control and Accounting (MC&A) Reform Amendment.

Attachment I describes the requested changes and the justification for each change.

Modified Pages 1-1, 1-5, 2-7, 2-8, and 4-2 all dated 2-16-89 are included for your review.

Note that Chapter 1.0 now contains Pages 1-1 through 1-8, rather than 1-9, due to the restructuring of Page 1-5.

Chapter 2.0 now contains Pages 2-1 through 2-8, rather than 2-9, due to restructuring of the Critical Procedures listing.

Pages 4-3 through 4-10 are included due to the restructuring caused by rewording of Paragraph 4.2.2 on Page 4-2.

There were no content changes on Pages 4-3 through 4-10.

Enclosed is a check for $150 to cover the initial licensing fee.
