This refers to- the Nuclear Regulatory Commission (NRC) . inspection conducted by :

.J.E.:Menning on Janue*y 21-February 24, 1989.. The inspection included a review-
of activities- authorized for your Hatch facility.
At the conclusion of the-
inspection, the- findings were discessed with those members of your> staff.
' identified in the enclosed Inspection Report.
Areas examined during the: inspection are identified. in the report. - Within-
.these areas,-the inspection consisted of selective examinations of procedures
and representative records, interviews with . personnel, and observation of-
' activities in progress.
The-inspection findings indicate that certain activities appeared to violate
NRC requirements. 'However, because all of the criteria for categorization of
licensee-identified violations were met, three violations are not being cited.
Therefore, no response to this letter is required.
The details pertaining to-
these licensee-identified violations are described in the enclosed Inspection
Report.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,
Title 10, Code of Federal Regulations, a copy of this letter and its enclosve-
will be placed in the NRC Public Document Room.
