Letter from OPPD (K. J. Morris) to NRC (Document Control I
Desk) da*.ed October 6, 1988 (LIC-88-868)
Gentlemen:
i
SUBJECT:
Fort Calhoun Nuclear Plant Revised Walkdown Schedule for Resolution of Unresolved Safety Issue (USI) A-46 I
In Reference 2, Omaha-Public Power District (0 PPD) provided to the NRC a schedule for the plant walkdown associated with the implementation of USI A-46 4
at Fort Calhoun Station. This schedule was contingent upon the completion of generic efforts submitted by the Seismic Qualification Utility Group (SQUG) in its October 9, 1987 letter to the NRC. The SQUG schedule provided for completion of the Generic Implementation Procedure (GIP) by the end of ralendar 1
year 1988, followed by NRC review and issuance of a final SER in the first i
quarter of 1989.
It is now projected that the final SER to be issued by the NRC for USI A-46 implementation will be delayed at least until the end of 1989.
Based on this SER schedule slippage for Fort Calhoun, the anticipated walkdown associated I
with the resolution of USI A-46 must be deferred.
It is OPPD's policy that resources must be allocated for refueling outage projects.several months prior to the start of the outage. The new schedule for Fort Calhoun is to complete the walkdown within 3 months after completion of the first refueling outage that occurs more than 180 days after the NRC has issued the final SER on the l
GIP.
1 As was stated in our previous letter, this walkdown schedule is also contingent upon OPPD's review of the final GIP after approval by the NRC and resolution of I
all outstanding issues.
Based on this review, OPPD will either commit to pursue a generic resolution of USI A-46 or file a plant-specific response.
