SUMMARY

Columbia University NRC Inspection Report No. 070-03074/98-001 An announced inspection, limited to confirmation of the licensee's inventory of Special Nuclear Material, at Columbia University and Barnard College in New York, New York was conducted on March 26,1998. Since the last inspection on Janucy 17,1997, the licansee has disposed of seven (7) Plutonium-Beryllium ( 'PuBe) sources to Los Alamos Nationai Laboratory. Confirmation of receipt of these sources was documented in a letter dated November 18,1997 and s The licensee has five (5) jned by Sherry W. Jones, PuBe Recovery Program Administ PuBe remaining at their facility. The inspector verified that the 239 remaining 5 PuBe sources were present in the licensee's inventory. In addition, the inspector reviewed, with the licensee, two (2) U. S. Department of Energy (DOE) Transaction Reports conceming disposal of 3.0 grams of Uranium-233 and 340.63 grams of Uranium containing 284.04 grams of Uranium-235. No safety significant items were identified.

REPORT DETAILS

1. Organization and Scope of the Program a.

I.,0soection Scope Columbia University, NRC license No. SNM-1995, authorizes, in part, Plutonium 239 as tiealed neutron sources not to exceed 80 grams per source and 363 grams total for use in teaching and training of students and calibration of instruments.

Observations and Findinas Since the last inspection, on January 13,1997, the licensee disposed of seven (7) 2"PuBe sources, a total of 92 grams of Plutonium 239, to the Los Alamos National Laboratory. The Los Alamos National Laboratory provided the licensee with written confirmation of receipt of the sources in a letter dated November 18,1997 and signed by Sherry W. Jones, PuBe Recovery Program Administrator. Following the disposal of the 7 sources, five (5) 2"PuBe sources, a total of 272 grams, remain at the licensee's facilities.

In addition to the disposal of 7 2"PuBe sources, the inspector reviewed, with the licensee, two (2) U. S. Department of Energy (DOE) Transaction Reports. One Transaction Report indicates that DOE took possession of 3.0 grams of Uranium-233 I

from Columbia University. The other Transaction Report indicates that DOE took possession of 340.63 grams of Uranium containing 284.04 grams of Uranium-235 from Columbia University.

l The inspector accompanied the licensee's Radiation Safety Officer to the locations where the remaining 5 "PuBe sources are stored. The licensee removed each source 2

from it's shielded container to enable visual contact. The inspector verified the presence of each 2"PuBe source visually, and with a radiation detection instrument, at the i

Conclusions l

l The inspector verified that 5 "PuBe sources were present at the licensee's facilities.
