VOGTLE ELECTRIC GENERATING PLANT COMPLETION OF GENERIC LETTER %-01 ACTIVITIES - Unit 2

" TESTING OF SAFETY-RELATED LOGIC CIRCUITS" The U. S. Nuclettr Regulatory Commission (NRC) issued Generic Letter 96-01 on January 10,1996.

The purpose of that letter was to notify addressees about problems with testing of safety-related logic circuits and request implementation of the actions described therein. The GL required licensees to provide a written response confirming completion of the required actions within 30 days from it's completion date.

Specifically the generic letter requested licensees to take the following actions:

1. Compare electrical schematic drawings and logic diagrams for the reactor protection system, emergency diesel generator load shedding and sequencing, and actuation logic for engineered safety features against plant surveillance test procedures to ensure all portions of the logic circuitry including the parallel logic, interlocks, bypasses and inhibit circuits, are adequately covered in the surveillance procedures to fulfill technical specification requirements. This review should also include relay contacts, control switches, and other relevant electrical components within these systems, utilized in the logic circuits performing a safety function.

. 2. Modify the surveillance procedures as necessary for complete testing to comply with the technical specifications. Additionally, the licensee may request an amendment to the technical specification if relief from certain testing requirements can be justified.

- LCV-0750-G Page 2 of 2 By letter LCV-0750-D dated December 18,1997, Southern Nuclear Operating Company (SNC) notified the NRC that the above required review activities for VEGP were complete and that issues o

identified as having impacts on Technical Specification (TS) compliance were resolved. The necessary Unit 1 procedure revisions had been completed, and by NRC letter dated December 18,1997, the NRC closed TAC No, M94747 and requested confinnation on completion of these same activities for Unit 2.

By submittal of this letter SNC notifies the NRC that the above activities for Unit 2 are now complete i

j and all affected Unit 2 procedures have been revised as required. In the past all GL 96-01 TS compliance issues were reported in Licensee Event Report (LER) 50-424,425/ 97-02 and its revisions.

However since that time, one issue was identified that was GL 96-01 related applicable to both units l

and was reported in LER 50-424,425/ 98-02.
