Dear Congressman Flippo,

The purpose of this letter is to confirm my telephone conversation on February 8,

1989,.with Mr. Mike Adcock about the Agreement entered into between the Limestone County Commissioners and Brown's Ferry Waste Disposal Center, Inc., (a subsidiary of Haste Away Group, Inc., an affiliate of Waste Management) and to provide specific information'which Mr. Adcock requested.

The conversation with Mr. Adcock dealt with the concern about the proposed location of a. regional landfill. operation which is about one mile from the Brown's Ferry Nuclear Plant, and the traffic competition to be introduced in established Nuclear Emergency Evacuation Routes.

Your assistance is. requested to assure that public safeguards are maintained if this Agreement is implemented.

The traffic congestion anticipated will impact not only the regular traffic to and from Brown's Ferry Nuclear Plant with a work force of about 4,500, but will impact established school bus routes, farm to market routes, established and growing residential areas, and well-used water-

- oriented recreational routes.

At Enclosure 1 is a copy of the Agreement entered.into on the 29th day of November, 1988 between the Commissioners of Limestone County and Brown's Ferry Waste Disposal Center, Inc.

At Enclosure 2 is a map of the area surrounding the proposed sanitary landfill.

The approximate site boundaries are indicated on the map in red.

Schools locations are also indicated.

Also noted is the location of a well, a major water source for the Limestone County Water Authority, which is only one mile away near the intersection of Ripley Road and Seven Mile Post Road.

At Enclosure 3 is a statement of anticipated truck traffic which would be required to transport the amount of waste for which a permit application has been submitted.

Thank you for your interest and assistance in this matter of great concern to the citizens of Limestone County.
