This letter responds to your letter of February (23,1989,NRC) that forwarded a letter Zech of the U.S. Nuclear Regulatory Connission from a constitue'it, Ms. Aileen Black, regarding the effect of a proposed landfill on the amergency evacuation plan for the Browns Ferry Nuclear Plant..
Ms. Black is corcerned about the agreement entered into on November 29, 1988 1 between the Liimstone County Commissioners and Browns Ferry Waste Disposal Center. Inc. S'1 a proposed regional landfill near the Browns Ferry Nuclear Plant and about the additional traffic that might result because of the proposed landfill.
With respect to the effect of traffic congestion upon energency evacuation, the following information may be of use. As a part of the licensing process, evacuation time estimate studies are performed for emergency planning purposes.
These estimates assist emergency management authorities in identifying potential traffic loads, bottlenecks, and lead time needed to Effect evacuations. When local conditions change, such as an increase in traffic, the emergency plans and procedures are revised accordingly.
For example, if local traffic increases, the plans may be modified to increase the number of law enforcement officials to direct and control traffic for an evacuation. Emergency plans are reviewed annually, and revised if necessary, to ensure that they are current.
If the proposed landfill were approved, this landfill would have to be taken into account in the review of the emergency plan for the Browns Ferry Nuclear Plant.
The NRC has no authority to regulate offsite matters such as the development of a landfill ne6r n nuclear power plant. However, it has the authority to require liceaseet to maintain an effective emergency preparedness plan for their nuclear powier plants. NRC aggressively exercises this authority. These exercises are evaluated by the NRC and the Federal Emergency Management Agency, and any deficiencies in the plans must be corrected.
In' summary, NRC will ensure that an adequate level of emergency preparedness exists at Browns Ferry Nuclear Plant.
