. Gentlemen:

.We have received the enclosed Federal Emergency Management Agency-(FEMA)

Exercise Report for the June 6, 1988 full scale'excrcise at the Callaway Nuclear Power Plant. This report contains the offsite emergency preparedness findings which included six deficiencies. These six deficiencies haveT been adequately corrected. 'Fim deficiencies were corrected through plan revisions and one. deficiency wo= corrected through a successful remedial exercise.

There~were also nineteen Areas Requiring Corrective' Action'(ARCA) identified.

These ARCA's will be, addressed through emergency plan changes and the.

. annual Callaway exercise scheduled for October 11, 1989. An unannounced callout (shift augmentation) drill for. County and. State emergency _ responders Lwas successfully completed on February 22, 1989. This was conducted to meet-1

-the FEMA requirement. requiring a shift augmentation demonstration during the six-year exercise cycle.

Based'onithe performance of the offsite agencies during this exercise, it is FEMA's view that offsite. plans and preparedness are adequate to protect-

the public' health and safety around the Callaway, Plant Site. Therefore, the approval of offsite plans'for the Callaway Nuclear Power Plant, granted under 44'CFR 350, remains-in effect.

We: fully: recognize that remedial actions implemented involve other agencies and political institutions which are not under your direct control. 'Nonetheless, we do expect the subject of offsite emergency preparedness for the area around the Callaway Nuclear Power Station
