CLOSEOUT OF OPEN ISSUES RE:

LIMERICK GENERATING STATION, UNIT 2 During the past several months, we.have been discussing with the Philadelphia Electric Company staff the closeout of certain multiplant action (MPA) issues for Limerick, Unit 2.

There were two NRC Bulletins issued last year, Nos..

88-05. and 88-10, that specifically required certain actions be completed prior :

I to issuance of a fuel load license.

In order to document closeout of these issues in Supplement 8 to the SER, the staff's review will have to be completed by about May 1,1989 For some plants, staff efforts to close out of Bulletin 88-05 has required additional infonnation and meetings with the utility and has taken over a month to achieve resolution and issuance of a safety evaluation. While there may not be significant problems in resolving the nonconforming materials issue for Limerick-2, a response to these i

Bulletins is needed in the very near tern.

There are also some other long standing MPAs that we are trying to closeout I

prior to issuance of SSER-8 for Limerick 1 and 2, such as the open items on GenericLetter83-28(SalemATWS). We understand your staff is currently preparing your response to our recuest for additional infonnation issued with out letter of March 14, 1988.

One of the more significant open issues for Limerick 2 is the IDCAm We appreciate the need for the additional time and resources to resolve the -

design observation reports and assessment of corrective actions in order to issue the IDA final report. The next planned inspection of the IDA is currently scheduled for the week of April 24, 1989 at the corporate offices of Bechtel Power Corporation in San Francisco, California. The inspection date is predicated on our receipt of the IDA final report by April la,1989 Another item that needs priority attention by PEco is the submittal of certain proposed changes to the Technical Specifications for Limerick, Unit 1 to permit two-unit operations (e.g., the ESW/RHRSW tie-in to Unit 2).

It takes'a minimum of about 3 months from the time you submit a TS change until we can issue it with our normal Sholly procedures, assuming staff is available to process the application and there are no issues to be resolved. There is I

.. only a little over 2 months to the projected fuel load for Unit 2.

We urge you to submit the necessary TS applications for license amendments so we can notice them, even though we may not have reached agreement on all the associated LCOs and surveillance requirements.
