SUBJECT: NRC INSPECTION REPORT NOS. 50-327/89-02 AND 50-328/89-02

This refers to the special ~ Nuclear Reguletory Commission (NRC) inspection

The

inspection included 'a

review of the Unit 2 outage activities.

At the-

conclusion of the-inspection, the findings were discussed -with .those . members

-

of'your staff. identified in the enclosed inspection. report.

Areas, examined during the inspection are identified in the. report. These areas

-included control room observation and operational safety verification. Within

these areas, the inspection consisted of selective examinations of procedures

and ' representative records, interviows with personnel, and observation' of

activities in progress.

Within the scope of the inspection, no violations or deviations were

identified.

Unresolved items were identified concerning Lh ting Condition for Operation

(LCO) entry and exit, Upper Head Injection venti. g procedures, and the seismic

qualification of certain meters. These matters are currently under review by

the Sequoyah Plant Operations Review Staff and will be pursued by the NRC staff

during future inspections.

During the exit conducted for this inspection you committed to implement a

process, by June 1,1989, to notify the QA organization of plant events in

progress to allow prompt QA oversight of the investigation and corrective

action determination processes as necessary.

In accordance with Section 2.790 of the NRC's " Rules of Practice", Part 2,

Title 10, Code of Federal Regulations, a copy of this letter, its enclosures,

and any reply will be placed in the NRC's Public Document Room.
