EMERGENCY CORE COOLING SYSTEM (ECCS) OUTAGES - TMI ACTION ITEM II.K.3.17, SOUTH TEXAS PROJECT,fiNITS 1 AND 2 By letter dated April 18, 1989, the Houston Lighting & Power Company'(HL&P),

responded to the NRC request for status of implementation of TMI Action Plan Items. For the subject action item, HL&P indicated that a report would be issued after 5 years of cperation. This action item was an early requirement after the TMI event to allow the NRC to quickly evaluate the existing requirements and prepare follow-up actions. We consider the requiren;ents of 10 CFR 50.72 and 50.73 and the industry's efforts to report on the NPRDS to be adequate for reporting ECCS outages. There is no need for a special report from HLAP for the South Texas Project to fulfill Action Item II.K.3.17. This item is closed for the South Texas Project, Units 1 and 2.
