.This refers to the inspection-conducted by Mr. Michael Runyan and
NRC consultants:during the period April 5 through May 2, 1989, of
activities authorized by NRC Construction Permits CPPR-126 and
CPPR-127'for the Comanche Peak Steam Electric Station, Units 1
and 2, Land to.the discussion of our findings with Mr. H. D. Bruner

and~other members of your staff at the conclusion of the inspection.

LThe enclosed copy of our inspection report identifies areas examined-
during the inspection.
Within these areas, the inspection consisted
of selectiveJexamination of procedures and representative records,
interviews with personnel, and observations by.the inspectors.
During this inspection, it was found that certain of your activities
were in violation of NRC requirements, as specified in the enclosed

In accordance with 10 CFR 2.790 cf the Commission's regulations, a
copy'of this letter, the enclosures, and your response to this
letter will be placed in the NRC Public Document Room.'
