Subject: Combined Inspection Nos. 50-245/89-80; 50-336/89-80 and 50-423/89-80

This letter transmits the report of the special maintenance team inspection led

by Mr. Donald Caphton of this office from April 30 to June 16 and July 10-14,

1989, at the Millstone Nuclear Power Station, Units 1, 2 and 3 in Waterford,

Connecticut, tir. Caphton discussed the team's findings pertaining to Unit 3

with members of your staff on June 9 and those pertaining to Units. I and 2 with

you and members of your staff on June 16. He also discussed the findings with

j members of your staff at the conclusion of the inspection on July 14, 1989.

This inspection was performed as part of NRC's industry-wide effort to evaluate

the effectiveness of maintenance activities at licensed power reactors. The

team concluded that Millstone Units 1, 2, and 3 are implementing maintenance-

l programs that are functioning well with only a few identified weaknesses. The

results of the inspection are summarized in the Executive Summary to the

report, and Appendix 3 provides a listing of the identified weaknesses with a

cross reference to the applicable section of the inspection report.

Areas examined during this inspection are described in the NRC Region I Inspec-

tion Report that is enclosed with this letter. Within these areas, the inspec-

tion consisted of selective examinations of procedures and representative

records, interviews with personnel, and observations by the inspectors.

Within the scope of this inspection, no violations were observed. However,

your attention to the weaknesses identified in the enclosed report is warranted.

We request that you notify us in writing of actions taken or planned in order

to enhance your maintenance activities regarding the weaknesses identified in

Appendix 3, Summary of Weaknesses. Regarding the discussion and commitments

made in the exit meeting on June 16, 1989, please provide in writing the

Millstone 1, 2 and 3 program plan outline and implementation schedule to

,

!' assure dedication of commercial grade items (CGIs) including parts and

materials currently in stock and for any additional procurement of CGIs prior

-to use in safety related systems and components. Please provide the above

responses within 60 days of receipt of this letter.
