APPUCATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the New York Power Authority, as holder of Facility Operating Ucense No. DPR-59, hereby applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
This application for an amendment to the James A. FitzPatrick Technical Specifications proposes to change Table 3.2-3, " Instrumentation that initiates Control Rod Blocks," on page 73. This change corrects Note 1 regarding the operability requirements for the APRM (Average Power Range Monitors) rod blocks during start-up.
The proposed change to the Technical Specifications is Attachment I to this Application for Amendment to the Operating Ucense. The Safety Evaluation for the proposed change is included as Attachment 11.
