REQUALIFICATIONEXAMINATIONREPORT,FORTCALHOUNSTATION'(FCS)-
During the weeks of Apri'i'10 and April 17, 1989, the NRC administered requali--
' fication writter, walk through, and simulator examinations.to five Omaha Public Power District (OPPD) employees currently licensed to operate the FCS facility.
These were the final examinations administered to meet the minimum sample requirements necessary to make a valid evaluation of your licensed operator training and evaluation program.
Reports' presenting the results of the previous examination of eight licensed FCS operators during the.first half of 1988 were.
. mailed to you on March 28.and October 20, 1988.
For th h most recent examination, one senior reactor operator failed the open book written examination, all individuals passed the walk through examinations, and all individuals and crews passed the simulator examinations.
During the administration of these examinations, additional programmatic weaknesses were observed. These weaknesses were discussed with members of your staff during the two exit briefings held at the end of each examination week and are specifically noted here.
Problems still exist with written item development.
Excessive NRC involvement was required to ensure a majority of the test items included the required recognition and analytical abilities, instead of sfmnle look up and recall abilities.
l written examination graders were unalbe to separate their opinions and conclusions about an operator's knowledge gained from routine i
interactions with him from that demonstrated in the written examination alone.
The simulator evaluators appeared to lose the overview necessary for crew evaluation. The specific problem noted was that one evaluator concentrated strictly on one position, while the other was distracted by'having to respond to orders and questions from the control room..

i Omaha Public Power District l Based on the candidate pess/ fail criteria specified. in ES-601 of NUREG 1021, the FCS requalification program is evaluated to be satisfactory. However, because of the weaknessess noted above, the NRC concludes that any decrease in candidate examination performance, failure to improve programmatic weaknesses, or the finding of additional program weaknesses could result in an unsatisfactory determination for the next evaluation.
