-As indicated in the April 24, 1987 letter from A. Callendrello'to you, Seabrook Station has.in place a system for the notification of the Commonwealth of any declared emergencies that occur during zero power operation. Upon receipt of NRC authorization to conduct low power testing, requirements for emergency response for. Seabrook Station will be in ef fect in accordance with the NRC Final Rule on " Emergency Planning and Preparedness Requirements for Nuclear Power Plant Fuel Loading and Low Power Testing (copy attached)." ,
In accordance with the onsite emergency response plan, the Commonwealth would he notified using a State Notification Fact Sheet if an emergency classification (e.g. Unusual Event) is declared at Seabrook Station.
This State Notification Fact Sheet contains utility classification levels, recommended protective actions and follow-up information (Forms E.R.2.0B and 2.0C). The fact sheet forms have been revised slightly and copies are attached.
New Hampshire Yankee has in place a fully trained Offsite Response Organization to provide any and all resources needed to implement an emergency response in the Commonwealth. Should an energency be declared, in addition to the initial notification by Seabrook Station, the Offsite Response Organization (ORO) will contact appropriate Commonwealth authorities in order to coordinate the response of ORO with the Commonwealth.
We are prepared to discuss all aspects of the New Hampshire Yankee ORO and Seabrook Plan for Massachusetts Communities and provide training regarding ORO operations at your convenience. It is requested that you brief your staff, other Commonwealth agencies and local governments regarding the above.-

You were recently contacted by a member of our Emergency Planning Department to discuss planning for your treatment facilities at River Rd.,
Pleasant Valley Rd, 24 Rolf's Lane and 28 Rolf's Lane in the event of a Radiological Incident at Seabrook Station. You indicated to us at that time that you do not'wish to participate in the emergency planning process at Seabrook Station.
-Enclosed for your review is a draft plan which details the actions to be implemented in case there is a Radiological Incident at Seabrook Station. This plan outlines-the means of notification, the provision for transportation in case of an evacuation and the reception center / host facilities accommodations
'that will be available for your use.
Any facility specific information which may appear in the plan is based on the best'available information we have been able to gather from state and local agencies.

New Hampshire Yankee is in the process of preparing for a Federally observed exercise of the emergency response organization which would respond to a radiological emergency at Seabrook Station. We have tentatively selected the week of 23 May, 1988 as a target date for this exercise.
To support an exercise in this time frame it will be necessary to submit to the cognizant Federal authorities propnsed exercise objectives and a sum-mary.of the extent of play for co.h participating emergency response orga-nization no later than 25 January, 1988. To facilita'te the development of the materials required for this submittal New Hampshire Yankee is requesting you and the appropriate members of your staff to schedule and attend a coordination meeting with New Hampshire Yankee, prior to 23 January, 1988, at a place and time of your convenience.
Upon completion of this meeting we expect to have finalized the proposed exercise objectives for the Massachusetts Emergency Response Organizatic;.

MA000NALD District Date DECEFEER 14, 1987 To G'00D FAITH FILE Reference On December 8 and 9, 1987, the orientation program shown in the attached outline (Attachment 1) was conducted for representatives of the principal offsite state organizations that have roles in resporise to an emergency at Seabrook Station. The program was attended by those shown in Attachment 2.
It is our desire to involve representatives from the Commonwealth of Massachusetts in orientation programs such as this. Actually, in January of 1986, a similar two day program was conducted and that one was attended by representatives of both the Massachusetts Civil Defense Agency and Department of Public flealth. Such attendance at this time was not expected because of the changed participation policy of the Governor of Massachusetts, but it was nonetheless offered to the NDPH. Although definitely interested, the offer had to be declined.
